chore: bump @drak-marketing/mcp-test-harness to a live version - #16

The 0.1.2/0.2.1 versions this repo's lockfile pinned no longer exist on the registry (mcp-test-harness was fully unpublished 2026-09-04, restored 2026-09-09 starting at 0.2.2). npm ci was 404ing on every CI run for this repo as a result.

The pinned version this repo's lockfile resolved to no longer exists on the registry (mcp-test-harness was fully unpublished 2026-09-04, restored 2026-09-09 starting at 0.2.2). This was causing every CI
npm cito 404. Bumps to a live version and regenerates the lockfile; no other dependency changes.
