ci: bump checkout and setup-node from v4 to v7 - #2

actions/checkout@v4 and actions/setup-node@v4 target the deprecated Node 20 runtime and are forced onto Node 24 on every run. Canaried on mcp-test-harness (green, deprecation annotation cleared). Versions only. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
