In Windows contrast themes, Fluent suggested actions are see-through: a host page background image shows behind their text.

Description

The Fluent suggested action has background: transparent, and forced colors keep a transparent background transparent, so the button text sits on whatever the host page draws behind Web Chat. In forced colors, the suggested action now uses ButtonFace as its background, also when hovered or pressed; nothing changes without forced colors.

Specific Changes

• fluent-theme/.../SuggestedAction.module.css: background-color: ButtonFace in forced colors

• fluentTheme/suggestedActions.forcedColors.html and .dark.html (new): snapshot 1, both suggested actions are solid over a striped host page background in light and dark forced colors

• I have added tests and executed them locally
