docs: Added Documentation for Reusing Azure AI Foundry Project

Purpose

This pull request updates the deployment documentation to include guidance on reusing existing Azure resources, specifically Log Analytics Workspaces and Azure AI Foundry Projects. It introduces new parameters, detailed instructions, and links to support these configurations.

Documentation Updates for Reusing Existing Resources:

• New Deployment Parameters: Added options for reusing an existing Log Analytics Workspace (Existing Log Analytics Workspace) and Azure AI Foundry Project (Existing Azure AI Foundry Project) in the deployment parameters table. Default values are set to (none).

• Reusing Azure AI Foundry Project: Added a new expandable section in the deployment guide with a summary and a link to detailed instructions for reusing an existing Azure AI Foundry Project.

• New Guide for Foundry Projects: Created a new document (docs/re-use-foundry-project.md) providing step-by-step instructions on how to configure an environment to reuse an existing Azure AI Foundry Project. Includes screenshots and commands for setting the project resource ID.
