AST consumers need to distinguish the source-order statement tree from indexes populated during binding, and explicit operation signatures from signature reuse. Document these relationships together with dotted and blockless namespaces, import versus using syntax, declaration modifiers, decorators, directives, aliases, and constants. No public signatures or compiler behavior change.

Tracked in #12228.

Consolidated into #12244 to keep one PR per package and at most five compiler PRs. The reviewed changes and corrections are preserved there.

Tracked in #12228.

AST consumers need a coherent reference for syntax kinds, source
locations, symbols, declarations, and expressions rather than isolated
undocumented node fields.

Document the public syntax and source contracts together, including
parser limitations, node relationships, optional locations, and
documentation-comment structure. No parser behavior or API signatures
change.
