This pull-request makes a few janitorial improvements by improving GitHub's rendering of .codespellrc and .releaserc, which currently aren't receiving highlighting because the filenames aren't associated with any language or format GitHub currently supports.

The file's contents aren't valid TOML, and the illegal syntax is causing
GitHub to highlight the offending lines as errors. This commit fixes the
angry, distracting red text by switching to a more appropriate filetype.
Also, shorten Vim's modeline so it uses a more concise directive.

@mikesmithgh What exactly did I do wrong, here?

EDIT: Actually, forget it. If you're not even gonna extend me the dignity of even a simple explanation, then this project was never worth my time in the first place.

Hey @Alhadis, you didn't do anything wrong. I am not that active/don't have much time for my personal projects and was cleaning up PRs. Since this was just related to GitHub language classification and not specific to functionality I ended up closing it. I should have commented when I closed it out.
