The source archive downloaded from PyPI contains:

however the reference at several instances in pyproject.toml are to src/i18naddress. That is causing the problem when building the .whl locally; it doesn't contain the i18naddress directory. Patching all occurrences in pyproject.toml resolves the issue. So it seems to me that there is a disconnect somewhere when building the sdist that gets uploaded to PyPI.
