The synthetic portfolio is broadly on track for activation and outcome collection, but the average conceals a concentrated implementation problem. Overall 60-day activation is 92.1% and follow-up completion is 89.6%. Five schools meet the high-risk threshold, and three of them are in Summit Plains.
Summit Plains School 4 is the first intervention priority. It misses five thresholds: dosage, follow-up completion, support response, implementation fidelity, and data freshness. School 3 misses four thresholds. These patterns point to implementation capacity and support operations rather than a single student-level engagement issue.
There is also a predictable December participation dip across the portfolio. Activity falls from 77.4% in November to 69.1% in December before recovering to 78.3% in January. A year-end engagement plan should therefore be standardized across districts rather than treated as a local anomaly.
- Assign a four-week recovery sprint to Summit Plains Schools 3 and 4, including staff-training completion, workflow observation, and weekly data refresh checks.
- Review support staffing or escalation rules for Summit Plains, where fewer than half of tickets receive a response within 24 hours.
- Prepare a November-to-January continuity playbook before the next academic year to reduce the December engagement drop.
- Preserve segment monitoring. Grade, locale, and implementation-tier views should retain sample sizes and follow-up completeness beside outcome change.
All data are synthetic. Score change is descriptive and cannot establish program impact because the design has no comparison group. The risk score uses transparent, equally weighted thresholds and should be treated as a triage device rather than a validated prediction.
