What Does It Do?
Upgrade the Docker image base to PHP 8.2.35 and PHP-CS-Fixer to 3.95.27.
Context
PHP 8.1 is EOL and a major security patch landed on 8.2.35. PHP-CS-Fixer 3.13.0 only supports up to PHP 8.1, so it must move to 3.95.27 (latest stable) at the same time. Image tag becomes
