Here is the fix for anybody not able to access Notebook 03_pytorch_computer_vision_video.ipynb File

JUST DOWNLOAD THE FILE AND THEN A .PY FILE WILL BE DOWNLOADED AND YOU THEN UPLOAD IT TO GOOGLE COLAB
AND NOW YOU CAN ACCESS THE WHOLE NOTEBOOK.

What I can understand is that error is mainly coming due to tqdm as it try to load something which i think github do not support hence file is showing state error...
