build: regenerate package-lock so npm ci is in sync

The lock file drifted out of sync with package.json (stale @emnapi/* optional
transitive entries from incremental installs), which made `npm ci` fail in CI.
Regenerate it from a clean install; `npm ci` now succeeds.
