Unable to increase stream replicas from 1 to 3 due to no suitable peers for placement (10005)

We have recently decided to increase replica size for a stream from 1 to 3. We have a HA cluster which seems to be operating well for new streams, but we fail to mutate existing streams.

When increasing to 3, we receive could not edit Stream <xxx>: no suitable peers for placement (10005). We have verified that our storage requirements are met on all nodes.

Is there a way to diagnose what exactly imposes the no suitable peers for placement error? It is now very difficult to pinpoint what is exactly wrong.

Runnig on NATS Server 2.12.5

After enabling debug logs, we have found configuration mismatch which pointed to the wrong cluster.

However, it would be nice to somehow receive this error when trying to mutate
