Adds the BARR-C Enforcement Kit to the Utilities section: drop-in clang-format and clang-tidy configurations, compiler warning gates, a one-command conformance check, and a ready-made CI job that enforce BARR-C, Barr Group's Embedded C Coding Standard for firmware. MIT-licensed, with a per-rule coverage map and a fixture test suite validating every gate.
