chore(deps-dev): bump @babel/core and @babel/preset-env to v8

Groups Dependabot #65 (@babel/preset-env 7.29.7 -> 8.0.2) and #66
(@babel/core 7.29.7 -> 8.0.1). Each PR alone fails npm ci with an
ERESOLVE peer conflict; landing both together resolves cleanly.

Verified locally: npm install resolves with no ERESOLVE error, both
deps on 8.x and deduped; npm run build exits 0; full jest suite passes
(20/20 suites, 498 passed, 5 skipped, 0 failed).
