meta: skip the release age gate for @node-core packages

`@node-core/*` is published by the Node.js website team, who maintain
doc-kit as well, so waiting 3 days on those releases only delays our
own updates (e.g. `@node-core/ui-components` and `@node-core/rehype-shiki`).
