doc: fix process.finalization changes list ordering
The `changes` lists for `process.finalization.register()` and `process.finalization.registerBeforeExit()` must be ordered newest first. PR #66436 (marking these APIs as release candidate) has already landed in `main` at v26.12.0, so the new #66482 (REPLACEME) entry must come before it. Leaving both as REPLACEME makes the merged file out of order and fails the `lint-md` check. Refs: #66482 Signed-off-by: Matteo Collina <matteo.collina@gmail.com> Assisted-by: pi
