fix(ci): relock Composer deps for PHP 8.2 installs - #7

composer.lock had Symfony 8.1 packages requiring PHP >=8.4, so `composer install` failed on PHP 8.2 (Scrutinizer and quality jobs). Resolve the lock against Symfony 7.4, bump Scrutinizer and coverage to PHP 8.4.
