[BUG] assertion error in _nastran.py funtion _float_to_nastran_string

This function may fail with assertion error.
When using the older, commented code, it works.

A minimal code example that reproduces the problem would be a big help if you can provide it. Attach a small mesh file if necessary.

More testing should be done

pip freeze | grep meshio
