Summary

Step 5 of the stable issue codes (#316 to #319): the snippets of Loading about the network, hints and caching carry a code in every issue, with their tables under Issue codes in snippets/SCHEMA.md.

• 13 snippets get their codes and leave PENDING_ISSUE_CODES: Back-Forward-Cache, Cache-Strategy-Analysis, Client-Side-Redirect-Detection, Compression-Audit, Prefetch-Resource-Validation, Priority-Hints-Audit, Resource-Hints, Resource-Hints-Validation, Server-Timing-Early-Hints, Service-Worker-Analysis, Speculation-Rules-Inspector, TTFB-Resources and TTFB-Sub-Parts.
• target: the URL of the resource in Prefetch-Resource-Validation, Priority-Hints-Audit, Resource-Hints (except too-many-preloads) and Cache-Strategy-Analysis (except header-coverage), and the scope in the per-scope issues of Service-Worker-Analysis.
• Back-Forward-Cache: the reasons the browser gives after a back or forward navigation (unload-listener, response-cache-control-no-store…) are text of the browser, not literals of the snippet, so they share the code not-restored, with the reason and its frame in target. The blockers the snippet detects itself have their own codes.
• Cache-Strategy-Analysis already had an id per issue; the code repeats it, and id stays for whoever reads it.
• Severity by threshold keeps one code: large-total-size, slow-startup, low-cache-hit-rate and slow-ttfb.
• The catalog test reads codes in single quotes too, as Back-Forward-Cache, Client-Side-Redirect-Detection and Speculation-Rules-Inspector are written, with a unit test.

No message changes. The skills, dist/ and llms-full.txt are regenerated. 10 snippets of Loading are left for the last PR, which makes the code mandatory.

Test plan

• The catalog test fails for the 13 snippets once they leave PENDING_ISSUE_CODES, and passes with their codes and tables (local).
• E2e (local): the assertions that compare whole issues expect no-prefetch, no-rules and no-resources; every issue of Priority-Hints-Audit has code and target; duplicate-uncached has the whole URL in target; unload-handler for an onunload handler; each not-restored names its reason in target.
• Lint, check:consistency, check:emoji, CLI unit 329 of 329, CLI e2e 575 of 575, test:skills 179 of 179, test:site 44 of 44, test:extension 66 of 66, test:extension:e2e 77 of 77 (local).
• By hand with the CLI (local): a page with a preload without as, a font preload without crossorigin, an unused preconnect, a prefetch of a script the page uses, a preload with fetchpriority="low", broken speculation rules, an onunload handler and scripts sent with no-store and uncompressed returns the expected codes from Resource-Hints, Prefetch-Resource-Validation, Priority-Hints-Audit, Speculation-Rules-Inspector, Back-Forward-Cache, Cache-Strategy-Analysis, Compression-Audit and Server-Timing-Early-Hints, with the URL in target of each per-resource issue.
