The second half has been false since ADR-0131 stage 8b, and the PLATFORM_OBJECT_TENANCY ledger is deleted: since #25210 the engine decides D9 stamping (and the isSystem audit mute) by schema — the object has a tenant column and is not federated.

Wanted

• Reword the second half to the schema rule: D9 system-write stamping follows the object's schema (a tenant column, not federated); no ledger.
• Keep the line's first half and the file's one-fact-per-line shape.

Acceptance

• The line no longer names PLATFORM_OBJECT_TENANCY; git grep PLATFORM_OBJECT_TENANCY -- .claude finds no live claim that the ledger decides stamping.
• .claude/** is a governed surface (claude-tree): landing follows that row.
