scripts/pm/fleet-write/ops.mjs~L124-125: "a dev'spr_createcarries no …". This repeats the old rule in the relay's own commentary.
Because AGENTS.md claims precedence, a dev who follows it literally would open the PR unassigned, contrary to the ruling.

- Reword the AGENTS.md sentence to the ruling: the dev's
pr_createcarries the claim'sAccount:as assignee, and the card's assignee stays the PM's. - Bring the
ops.mjscomment in line. - The AGENTS.md edit is Tier H, and it is a skills/AGENTS change, so it gets the project's Fable review.
