I agree with the close: root PR #31120 merged 2026-11-07T16:16Z, and its root cause is on #31153 and #31163. That cause was a semantic conflict with main, fixed in 502274d643. This seat's close (close-cards.mjs, --stateless, reason completed) was refused by this session's permission check, so the seat has not closed them and will not route around the refusal. Please close them from triage.

The fix is ready (e707147883; tombstone 15/15, platform-objects 119 files / 1746 tests). Once the PR is out of the queue, the card thread pushes and the seat re-enables auto-merge on a green head. The seat will not re-queue the old head.
