Misdiagnosed earlier (#3766): forcing agent mode via `track_progress: false` was based on a correct read of `claude-code-action`'s mode-detection code, but an incorrect conclusion that tag mode couldn't get the task done.

A real historical run — 35205839595, 13 days ago, before any of this week's changes — proves otherwise: `track_progress` was `true`, mode was `tag`, model correctly resolved to `claude-sonnet-5`, and it successfully wrote a real `runs/CL_9900000/verdicts.json`. Tag mode's default toolset includes `Write`; Claude just follows our actual prompt and ignores the irrelevant @mention/GitHub-comment scaffolding tag mode adds on top.

Every instant failure seen while diagnosing this (in both tag mode and agent mode) was actually the same `model_not_found` bug (`claude-sonnet-5-5` instead of `claude-sonnet-5` — likely drift in `anthropics/claude-code-action@v1`, a floating tag, between 13 days ago and now), fixed in #3768 by pinning `--model` explicitly. Reverting this avoids trading tag mode's sufficient default permissions for agent mode's insufficient ones, which is what made `Write` look like a second, separate problem in testing.

Misdiagnosed earlier: forcing agent mode (track_progress: false) was
based on a correct read of claude-code-action's mode-detection code,
but an incorrect conclusion that tag mode couldn't get the task done.

cell-ontology#3745's real historical run (35205839595, 13 days ago,
before any of this week's changes) proves otherwise: track_progress
was true, mode was "tag", model correctly resolved to claude-sonnet-5,
and it successfully wrote a real runs/CL_9900000/verdicts.json -- tag
mode's default toolset includes Write, and Claude simply follows our
actual prompt instructions, ignoring the irrelevant
@mention/GitHub-comment scaffolding tag mode adds.

Every instant failure seen while diagnosing this (in both tag and
agent mode) was actually the same model_not_found bug (claude-sonnet-5-5
instead of claude-sonnet-5 -- most likely drift in anthropics/
claude-code-action@v1, a floating tag, between 13 days ago and now),
now fixed by pinning --model explicitly. Reverting this avoids trading
tag mode's sufficient default permissions for agent mode's
insufficient ones, which is what made Write look like a second,
separate problem.
