chore: add comprehensive pre-commit hooks and format codebase
- Add pre-commit hooks for ruff linting, formatting, uv build, and badge updates - Fix scripts/update_badges.py to properly report failures and parse interrogate coverage - Apply ruff automatic formatting and end-of-file fixes to all files - Update README.md coverage badges - Add `*.snapshot.json` to .gitignore
