feat(ui,ci): add static SPA deep-link fallbacks, update competitor matrix, and sync cdd-web-ui

- Generate static SPA route entrypoints (workspace, login, auth-callback, dashboard, and dashboard/{organizations,repositories,secrets,audit-logs}) and 404.html fallbacks from cdd-web-ui/index.html in Makefile, make.bat, and .github/workflows/deploy-cdd-web-ui.yml
- Add regression test in script.test.js verifying 404.html and all deep-link route index.html files match cdd-web-ui/index.html and preserve <base href="/cdd-web-ui/">
- Update competitor language and feature comparison matrices in index.html and feature_tables.md (Fern Rust/Swift/CLI/Terraform/MCP, Stainless CLI/Interactive API Testing, and Offscale MCP Integration)
- Rebuild and sync cdd-web-ui production bundle (main-XY6I634C.js and updated chunks) with backend /health & /api/v1/health ping latency diagnostics, connection status logging, and router input/scroll bindings
