Allows explicitly opened files to load read-only outside the session workspace through fs.read, media, and sandboxed HTML preview routes. Tree browsing and all writes remain controlled by the existing workspaceFence. Missing/unreadable paths retain canonical filesystem errors. Bumps 0.18.1 and keeps package, registry manifest, and service versions in lockstep. Validation: full tests, typecheck, eslint, and complete build.
