Simplify interface

Same as with the plugin (omeka/plugin-LocalContexts#5), I'm hoping we can remove the pattern whereby a user has to save an empty form to access information entered earlier. Can we display a list of existing projects right on the homepage of the module entry in the sidebar? Or, show two subpages in the sidebar - in the style of "Import" and "Past Imports" for other modules.

I would also prefer to have Local Contexts appear as a tab in the item editing interface, rather than on the Advanced tab. Putting it under "Advanced" seems like it's hiding, and an afterthought.
