The one rule that matters

A consumer must never be told a policy is enforced where the agent cannot enforce it. matrix.enforcement_level() is the authority: enforced (blocks, fails closed) > best-effort (blocks, fails open) > detect (post-hoc only) > none (no surface). A transform on an agent that cannot transform degrades to escalate, never to a silent pass (rewrite/ask are deprecated aliases of the same two).

Adding an agent

  1. src/agentseam/data/vendors/<agent>.json — a config entry in an existing family (validated against schema.json beside it), plus its name in _CONFIG_DRIVEN (src/agentseam/adapters/__init__.py). A new dialect — grammar or shape inference no family speaks — additionally means a small family module (docs/design/dialect-families.md §3.1)
  2. a MATRIX row with a verified record naming the version, date, and method
  3. fixtures in tests/test_adapter_<agent>.py using that vendor's REAL payload shapes, and golden wire fixtures captured via tools/capture_fixtures.py

No consumer changes. No core changes. If an agent needs a core change, the abstraction is wrong — fix the abstraction.
