[BUG] Complete a curl operation that is never scheduled

Drop the conditional include of global_log_handler.h. The file already pulled
it in under the else branch of ENABLE_OTLP_COMPRESSION_PREVIEW, for the one log
call that lives there, and this change added an unconditional include for a log
call that is not guarded. With compression preview off both were live, which
include-what-you-use reports as one too many.
