Summary

This brings back the MSRV policy proposed in #3361, preserving the final ADR content and its review updates. Thanks to @bryantbiggs for the original proposal.

Following the recent discussion in the #otel-rust Slack channel, this revision distinguishes between component groups:

• Foundational components retain their MSRV for as long as practical.
• The SDK and implementation components may advance within the proposed 12-month window.
• SDK-dependent crates inherit the SDK's MSRV, while API-only and decoupled crates can retain the lower requirement.

This remains a policy proposal only. Any actual MSRV bump would be reviewed separately.
