Activate Azure Credits for build@iojs.org Account

We need to follow the instructions in the email to activate these credits. I don't think I have the build@iojs.org credentials. I am hoping @ryanaslett does.

I had forgotten that I had communicated with Sankeet from Microsoft about this and he had the support ticket to escalate:

Hi Ryan,

Apologies for the delay on this thread. I was coordinating with the Azure support team to confirm the details.

The Azure support team indicated that Node has approximately $25–30K in funds remaining from last year, which must be fully depleted before new funds can be allocated. Additionally, Azure internal tooling has transitioned to a modern system that prevents adding additional funds until the existing balance is exhausted.

Please let us know once the current funds are fully used, and I will reassign the $20K balance through the modern system.

I dont think theres much to do here besides watch the funding and re-ask when it runs out.

@bensternthal will do some research to try and outline the account structure in prep for our call next week. In that meeting we will have a working session to review. Import to look at both openjs and node, and possibly whatever crazyness claudio is up to.
