Adds an invisible CHANGELOG comment to force a fresh CI run (including the security-enabled integ tests) against the current opensearch-ml-plugin 3.9.0.0-SNAPSHOT, to confirm the RestActionUtils.isSuperAdminUser Jackson 3 self-reference failure now reproduces deterministically.
