ci: consolidate QA and update build environments - #3713
Consolidate the QA workflows in ci_new.yml, remove duplicate Windows builds, and retain the existing Ubuntu 22.04 coverage, including 32-bit builds, as a separate legacy job.
Update the Linux and macOS build environments, give CI jobs distinct names, and update the checkout action.
why
Keep the CI in one workflow while preserving existing platform coverage and testing newer build environments. The legacy Linux job can be removed independently when it is no longer needed.
validation
Checked workflow syntax, matrix coverage, and job names locally. See the PR checks for GitHub Actions results.

Summary by CodeRabbit
Chores
Automated Linux build and test coverage now includes Ubuntu 22.04, 24.04, and 26.04, with additional compiler and configuration combinations. Some configurations are excluded on specific platforms.
macOS build coverage now includes Xcode 27.
Automated Windows build and test runs have been removed from the continuous integration workflow. These changes affect build and test workflows; no end-user product behavior is described.
The Windows job in ci.yml duplicates the windows-2022 x64 Release
build and test matrix already provided by ci_new.yml.
Remove the redundant job so each of the six configurations runs once
per event while retaining the existing Windows coverage.

Summary
Ubuntu 22.04 build and test job .github/workflows/ci.yml, .github/workflows/ci_new.yml
The prior workflow is removed. The replacement adds Ubuntu 22.04 x64 and x32 builds across compiler and configuration variants, with dependency selection, installation, build, and test steps.
Ubuntu 24.04 and 26.04 matrix .github/workflows/ci_new.yml
The Linux job adds Ubuntu 26.04 coverage. The PCRE configuration is excluded there, and libpcre3-dev is installed only on other Ubuntu versions.
macOS matrix and checkout updates .github/workflows/ci_new.yml
The macOS matrix adds xcode-27. Updated checkout actions in Linux, macOS, Windows, and cppcheck jobs use actions/checkout@v7.
No new merge-blocking risk was identified. Pre-existing legacy CI issues remain.

Explanation
The title "ci: consolidate QA and update build environments" matches the main change. The PR objectives say it consolidates QA workflows into ci_new.yml, removes the duplicate Windows builds, and updates Linux and macOS build environments. The raw summary confirms the ci.yml deletion, the new Ubuntu 22.04 job, the updated Ubuntu 24.04/26.04 and xcode-27 matrix entries, and the checkout bump to v7. The title is concise and specific. It does not name the legacy Ubuntu 22.04 job or the checkout update, but that detail is expected.

Move the existing Ubuntu 22.04 x32/x64 matrix into a self-contained
build-linux-old job in ci_new.yml. Give its checks distinct old/OS names
and preserve the existing compiler, feature, multiarch and build steps.
Remove ci.yml so the legacy matrix runs once alongside the current QA jobs.

Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Limit this job’s token permissions to repository read access.
The new job does not declare permissions, so its token scopes depend on the repository’s default setting. Checkout needs contents: read; the build and test steps do not need write access. Set permissions: contents: read on build-linux-old. (docs.github.com) Based on learnings, build-only jobs should declare minimal token permissions.

Add Ubuntu 26.04 and xcode-27 from PR owasp-modsecurity#3653 while keeping PCRE1 on
Ubuntu 24.04 only in the modern Linux matrix. Include the OS in Linux
and macOS check names, and use checkout v7 throughout the QA workflow.
Keep legacy Ubuntu 22.04 x32/x64 coverage in its independent old job.

Keep the duplicate workflow removed and apply the upstream matcher pin
and quoted nproc invocation to the relocated legacy Linux job. Preserve
the consolidated workflow's existing platform coverage and job names.
thanks for splitting this out of #3653. It follows the split @fzipi suggested there: the duplicate-job removal, plus the new runners and checkout@v7.
I compared the workflows with v3/master:
build-linux-old is the current build-linux job from ci.yml unchanged, apart from checkout@v7. It still runs the same 32 jobs, so the x32 coverage is preserved.
The removed Windows job in ci.yml was a true duplicate of build-windows in ci_new.yml: same runner, same 6 configurations, same steps.
On Ubuntu 26.04, skipping --with-pcre and the libpcre3-dev install is right, since PCRE1 is no longer in the archive there.
One change is needed before we merge:
The README badge.README.md line 8 refers to the workflow by name:
Once ci.yml is removed, no workflow has that name anymore. The simplest fix is to rename the workflow in ci_new.yml, since the "new" suffix no longer means anything after the consolidation:
name: Quality Assurance
Alternatively, point the badge at ci_new.yml.
About the open review threads:
apt-get install g++-multilib without -y (line 85): this was already the case in ci.yml. It works today only because the package is preinstalled on the 22.04 image. Since the line is moving anyway, could you add -y while you're there?
Missing libpcre3-dev / libxml2-dev on x64 (line 91): both packages are preinstalled on the Ubuntu 22.04 runner image. The job logs show --with-pcre building against PCRE 8.39 and the other configurations finding libxml2 2.9.13, so these configurations do test what they should. No change needed.
persist-credentials: false (line 96): the workflow token in this repository is read-only by default, and this applies to every checkout step in the repo, not just this PR. If we want to change it, we'll do it for all workflows in a separate PR. No change needed here.
Please resolve the threads once you've addressed them, since resolved conversations are required for merging.
An optional suggestion: xcode-27 mainly adds a new compiler, while the 10 configure variants test optional library dependencies that macos-15 and macos-26 already cover. Two xcode-27 jobs would be enough, for example:
That's up to you, though. The full matrix is fine too.
Finally, now that #3653 is split into #3713, #3714 and #3715, could you close #3653 as superseded, once you've confirmed nothing from it is left out? That way nobody reviews or merges the old version by mistake.
Keep the README badge working by retaining the Quality Assurance workflow
name and make the legacy x32 package installation non-interactive.
Run the default and parser-generation configurations on Xcode 27 while
preserving full coverage on the two macOS runners.
