Subject: [PATCH] build: derive Windows CMake version from public header

Read the numeric ModSecurity version components from modsecurity.h,
as configure.ac already does, instead of hard-coding 3.0.14.

Track the header as a CMake configure dependency and fail when a
component does not have exactly one matching numeric definition.
