build: support Conan 2 presets and Visual Studio 2026 - #3715
Extract the Windows Conan 2/CMake 4/Visual Studio 2026 migration from Update CI workflow and remove duplicate Windows Server 2022 job #3653: replace conanfile.txt with a Python recipe, export the local YAJL 2.1.0 recipe and CMake compatibility patches, and configure through Conan-generated presets.
Preserve build/win32/build output paths, propagate export/install/configure/build failures, and retain quoted CMake options passed to vcbuild.bat (including paths with spaces).
Add Windows 2022 and VS2026 to the Windows job in ci_new.yml, include the runner in its check names, pin binary-only Conan 2.33.0/CMake 4.4.3, and retry source downloads after HTTP 429 responses.
Install the same pinned tools in release-windows.yml, log the selected Conan/CMake paths and versions, and update the Windows setup guide. Keep all existing third-party library versions.
Document the vendored YAJL recipe's patch provenance, upstream work and removal criteria.
Validation performed:
Actionlint passed for both changed workflows; structural checks confirmed the Linux/macOS jobs, checkout versions and release publish gate are unchanged.
Exported the actual YAJL recipe with Conan 2.33.0 and applied both patches to the checksum-verified YAJL 2.1.0 source using Conan's patch helper.
Generated presets offline for VS2022/VS2026, x86/x64 and Debug/Release, using the actual consumer layout/generators with requirements removed only in the test fixtures.
Native batch-command stubs verified defaults, invocation from another directory, Debug/x86, ASAN, quoted options and failure propagation at all four stages. The quoted-path regression in the original Update CI workflow and remove duplicate Windows Server 2022 job #3653 form was reproduced before retaining the existing argument quoting.
Dispatched the four x86/x64 Release/Debug build/test/package jobs on the fork: Windows release validation. The x64 Release build, tests, installation, DLL dependency check, packaging and artifact upload passed; the other three variants are still running. This run uses build commit 24a8ebe; subsequent changes add references, maintenance notes and tool-version diagnostics while leaving the build script and dependency recipe behavior unchanged.
why
The fixed VS2022 generator and legacy toolchain path do not support the new VS2026 build. YAJL's existing policy/LOCATION lookups also prevent CMake 4 configuration.
Extract the Windows build migration from owasp-modsecurity#3653 while retaining the
existing third-party library versions. Export the patched YAJL recipe,
use Conan-generated CMake presets, and propagate build failures.
Add the VS2026 Windows CI runner, identify each Windows OS in check
names, and configure source-download retries. Pin the same binary-only
Conan/CMake tools in Windows CI and release packaging.
Preserve quoted CMake options passed through vcbuild.bat so paths with
spaces retain the existing argument-forwarding behavior.
Link lloyd/yajl PR owasp-modsecurity#256 and issue owasp-modsecurity#257 from the local recipe so reviewers
can trace the LOCATION-to-TARGET_FILE fix and its upstream status.

Walkthrough
The Windows build now uses Conan 2 recipes for its dependencies, including local YAJL and LMDB recipes. The batch build, CI and release workflows, and Windows build documentation use updated Conan and CMake setup.
Changes: Windows build and CI
Layer / File(s)
Summary
Local YAJL recipe and CMake patches build/win32/conan/yajl/*
Adds a Conan recipe for YAJL 2.1.0, source metadata, and patches for CMake configuration, target-file references, and installation behavior. The README documents the recipe and patches.
Windows Conan dependency configuration build/win32/conanfile.py, build/win32/conanfile.txt, build/win32/conan/lmdb/*
Adds the Conan 2 dependency recipe and layout, and removes the previous text-based dependency configuration. Adds a local LMDB recipe, source metadata, and CMake build files.
Batch build integration vcbuild.bat
Exports the YAJL and LMDB recipes, installs dependencies with host and build profiles, configures through the conan-default preset, and builds. Build failures route to an error handler that preserves the exit code.
Windows CI, release, and build setup .github/workflows/ci_new.yml, .github/workflows/release-windows.yml, build/win32/README.md
Adds Windows 2025 to the CI runner matrix, pins Conan and CMake versions in the workflows, and updates Windows setup and build instructions.

Explanation
The title "build: support Conan 2 presets and Visual Studio 2026" matches the main change. The PR replaces conanfile.txt with a Python Conan recipe, configures builds with Conan-generated CMake presets, and adds Visual Studio 2026 to the Windows CI job and build docs. Some changes in the PR, such as the CI permission hardening, the YAJL/LMDB recipes, and the pinned tool versions, are only partly covered by the title. These are supporting or secondary to the main objective.

cmake --preset conan-default runs from build/win32 and depends on build/win32/CMakeUserPresets.json. Conan generator files remain under build/win32/build/generators. The current sentence omits the user preset location, so users may look for the required preset in the generator directory.
Suggested fix
-`build/win32/conanfile.py` uses the Conan 2 `CMakeDeps`, `CMakeToolchain` and `cmake_layout` APIs. Generated files are placed in `build/win32/build/generators`. The build script first exports the local YAJL recipe as `yajl/2.1.0@modsecurity/ci`; this recipe fixes the CMake 4 policy and target-path incompatibilities without changing the Conan Center cache recipe. See the [local YAJL recipe notes](conan/yajl/README.md) for patch provenance and the conditions for removing this copy. Export a scoped LMDB 0.9.32 recipe using the official mirror's pinned
release commit and SHA-256, avoiding repeated HTTP 429 failures from
the original archive host. Keep the ConanCenter build recipe unchanged.
Restrict the QA workflow token to read access and avoid persisted checkout
credentials.
Retain the original archive and configured retries as the first source.
Only an exhausted HTTP 429 download switches to the official GitHub
mirror, with a separate pinned checksum for each archive.
Keep checksum, extraction and other failures fatal. Exercise source
selection with real Conan and local HTTP responses in Windows CI.
