what

Add weekly runner maintenance that proposes new runner images through pull requests and records retirement dates for existing runners. Read reviewed runner choices from a data file while preserving existing test coverage.

why

Keep CI environments current and make runner shutdowns visible before builds are affected.

validation

  • 34 offline tests and workflow lint passed.
  • Checked the existing CI matrix and a live audit of GitHub's runner sources.
  • A repeated audit produced no additional changes.

Summary by CodeRabbit

  • New Features
    • CI builds now select Linux, macOS, and Windows runners from reviewed coverage settings, including runner exclusions and conditional PCRE1 dependencies.
    • Automated runner lifecycle checks can propose coverage updates through pull requests; manual runs default to dry-run mode.
  • Documentation
    • Added guidance on runner coverage, lifecycle policies, maintenance, and local checks, along with a runner lifecycle report.
  • Tests
    • Added checks for runner catalog parsing, lifecycle announcements, and runner policy validation.

Check GitHub's runner catalog and announcements weekly and propose data
updates through one maintained pull request. Read reviewed runner lists
from a manifest, preserve existing coverage, and report retirement dates.

Keep legacy 32-bit coverage pinned and leave uncertain announcements for
review. Validate source parsing, matrix policy and lifecycle handling with
offline tests.

Walkthrough

The PR adds runner catalog and announcement parsing, policy validation and reconciliation, automated lifecycle updates, and CI matrix selection from configured runner data. It also adds runner lifecycle records, fixtures, tests, and documentation.

Changes: Runner lifecycle and CI

Layer / File(s) Summary
Catalog and announcement parsing
tools/ci/runner_catalog.py, test/ci/test_runner_catalog.py, test/ci/fixtures/runner-catalog.md, test/ci/fixtures/announcement-*
Parses runner catalog entries and qualifying lifecycle announcements. Fixtures and tests cover catalog validation, affected labels, retirement dates, and review cases.
Runner policy and reconciliation
.github/runner-matrix.json, .github/runner-lifecycle.md, tools/ci/runner_matrix.py, test/ci/test_runner_matrix.py, tools/ci/README.md
Defines runner coverage and lifecycle metadata. Validates and reconciles policy against catalog and announcement data, then renders a lifecycle report. Tests and documentation cover policy and reconciliation behavior.
Maintenance updates
.github/workflows/runner-maintenance.yml, tools/ci/runner_matrix.py, tools/ci/README.md
Adds scheduled and manual maintenance, source fetching, file updates, and conditional pull request creation. Documents workflow setup and local commands.
CI matrix selection
.github/workflows/ci_new.yml, tools/ci/runner_matrix.py
Makes Linux, macOS, and Windows jobs use runner-matrix outputs. Linux installs libpcre3-dev only for runners listed for PCRE1.

Explanation

The title "ci: propose runner updates and track retirements" matches the main change. The PR adds a weekly runner-maintenance workflow that proposes runner image updates and records retirement dates, with supporting parsers, matrix generation, and tests. The title is short, specific, and follows a conventional-commit style, so a reviewer scanning history can identify the primary change.

Major · Functional Correctness · Quick win

The runner PR is created with the default GITHUB_TOKEN, so ci_new.yml will not run on it.

The create-pull-request step has no token: input. It therefore uses GITHUB_TOKEN. Pull requests created by the action with the default GITHUB_TOKEN cannot trigger other workflows, so on: pull_request checks do not run.

This PR adds runners to the CI matrices. The PR will have no build or test results for those runners unless a maintainer closes and reopens it. A maintainer could merge a new runner with no CI run.

tools/ci/README.md lines 51-53 say a maintainer may need to approve CI runs. That text is inaccurate. The runs are never created. Correct the README after you fix the token.

Use a GitHub App token or a PAT in the token: input. Alternatively, document the close/reopen step in the PR body and README. Add a branch protection rule that requires the CI checks.

Minor · Include covered manifest labels in announcement review matching. · runner_matrix.py:156-160

tools/ci/runner_matrix.py:156-160
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Include covered manifest labels in announcement review matching.

announcement_data receives only catalog labels. An untrusted announcement for a runner that remains in coverage or pinned but is absent from the catalog is therefore omitted from review_notes. The lifecycle row still says unknown (review required), but it does not preserve the announcement link required by the documented review flow.

Suggested fix
- notices, notes = announcement_data(issues, manifest.get("trusted_announcement_authors", []), set(catalog))
+ reviewed_labels = set(catalog) | set(manifest.get("pinned", {}))
+    for policy in manifest["coverage"].values():
+ reviewed_labels.update(policy["labels"])
+ notices, notes = announcement_data(issues, manifest.get("trusted_announcement_authors", []), reviewed_labels)

Update the call to announcement_data so announcement review matching includes
labels present in the manifest’s pinned entries and coverage policies as well as
catalog labels. Pass the combined label set so untrusted announcements for
covered or pinned runners retain their review links.

Split policy validation and lifecycle parsing into focused helpers and use
linear parsing for untrusted announcement text. Preserve announcement review
links for configured runners missing from the catalog and cover pathological
inputs with regression tests.

Pin the existing Conan setup to binary wheels, retain ASCII-only source URLs,
and simplify exception handling and CLI success paths.
