docs: add concise AGENTS.md guidance for ModSecurity v3 - #3725
Add a concise AGENTS.md for contributors and coding assistants working on v3/master, with repository scope, source locations, build/test commands, and contribution guidance.
Clarify parser regeneration: distinguish the declared Bison minimum from the version used for the checked-in output, show macOS tool selection, and document the generated stamp file and cleanup/staging pitfalls.
Expand the source map and factory references, document configure.ac regeneration and debug-log requirements for regression tests, and clarify the style-check prerequisites.
Link the shared SecRules test repository and the C++ style guide named in the README. Keep the net change limited to AGENTS.md.
Validation: checked the documentation against the source at 99420af171f0533aaa52e4718663e94b51b9187b, validated relative Markdown targets and shell-snippet syntax, and checked the diff for whitespace and unrelated changes. No product build or test suite was run locally for this documentation-only update.
why
Keep project-specific working instructions in one concise entry point that links to existing documentation.
Open review clarification: the regression-test bullet retains need, as explicitly requested in airween's comment. fzipi's later comment proposes softer wording. This update leaves that policy wording unchanged pending maintainer agreement.
Provide project-specific source, build, test, parser, and contribution guidance
in one file linked to the existing documentation.
Distinguish the separate v2/master Apache-module codebase and clarify that new
operators need unit tests while other behavior changes need regression tests,
following the final review feedback on owasp-modsecurity#3706.

Hi @Easton97-Jens, thanks for the clean re-submission. A single commit with only AGENTS.md is much easier to review. I compared this version with the last one in #3706: the only changes are the v2/master paragraph and the test-convention bullet, and both address what I asked for. Looks good to me.
About CodeRabbit's comment on the regression-test wording: it's right that README.md:330 only says regression tests are "encouraged" for non-operator changes. Being stricter here is intentional, though, so please keep "need". Most of the unit test cases live in the secrules-language-tests submodule, while the regression tests are part of this repository, and we want them for every behavior change. That applies whether the change comes from an agent or a human. The original wording suggestion was mine; sorry for the noise.
One non-blocking note, in case you want to touch it: line 82 points new operator unit tests to test/test-cases/unit/. That works, but most of the existing operator and transformation unit tests are in the submodule (test/test-cases/secrules-language-tests/operators/ and transformations/). A short hint about that could help, but I'm fine with merging as is.
@fzipi, since the scope of this came from your review on #3706, could you take a quick look as well?

Thanks for writing this up. I checked every linked path and the build/test claims against the head commit, and they hold: the YAJL note, the test-suite.in registration, build.sh, check-static/check-style, and the parser-generation default all match the repo.
The inline comments below are accuracy gaps rather than errors. The two I'd most like addressed are the parser-regeneration traps and the Bison version, since those are the ones that produce bad commits.
Minor: the description says "a single commit", but the branch now also has a merge commit from v3/master.

The README says regression tests for other changes are encouraged ("it is encouraged that you develop complimentary regression tests"). "Need" here is stricter than the project's stated policy, and agents will treat it as a hard requirement. Suggest "should" or "are expected", or matching the README wording.

Thanks for the follow-up. I re-checked 3f43470 against the code at the head commit, and all my earlier comments are addressed accurately: the parser staging and make clean traps, the Bison version and macOS recipe, the instantiate factories, configure.ac, the debug-logs "partially" case, the submodule link, the cpplint.py prerequisite, the style guide link, and the source map additions.
Keeping "need" for tests is fine, since @airween said that wording is intentional.
The one failing CI job (Linux old, wo ssdeep) fails only in config-secremoterules.json, which depends on fetching remote rules over the network and is unrelated to this docs-only change. A re-run should clear it.
