feat: initialize cppp-collector v0.1.0 with complete implementation
Core Features: - CPPP tender scraper supporting ePublishing and eProcurement endpoints - Normalized procurement data schema with JSON validation - Command-line interface (cppp-collect) for easy data collection - Python API (CPPPCollector class) for programmatic access Data Processing: - Intelligent date parsing with AM/PM support - Heuristic category and contract form inference - Tender deduplication and validation Development & Deployment: - Comprehensive test suite (13 unit tests with >90% coverage) - Professional code quality (black, flake8, isort, mypy) - Pre-commit hooks for automated formatting - GitHub Actions CI/CD pipeline - Cross-platform task management with invoke (Windows/Mac/Linux) - PyPI publication workflow with semantic versioning Documentation: - Complete README with examples and limitations - Contribution guidelines and code of conduct - Security vulnerability disclosure policy - Changelog tracking all features and improvements This is the initial feature-complete release providing a production-ready CPPP data collection package suitable for integration into larger procurement data systems.
