fix(android): satisfy ktlint function-expression-body in disabled MLKit stubs

The textRecognitionDisabled/barcodeScanningDisabled stub factories
added for selective install had single-throw block bodies, which
ktlint's standard:function-expression-body rule flags in favor of
= throw ... expression-body form. Auto-fixed via `ktlint --format`;
no behavior change.
