net-wireless/vulture: new package, fix #3035

Closes #3035.

Adds net-wireless/vulture-0.1.0 — an RF/SDR analysis and intelligence platform (AGPL-3).

Packaging notes

• Category: net-wireless (RF/SDR tool, fits alongside gnuradio, gqrx, etc.)
• Depends on dev-python/onnxruntime-bin (also added in this PR)
• RESTRICT="test" — upstream test suite requires the full source tree layout

Upstream fixes

The upstream source has 8 bugs that break installation and the test suite on Python 3.12–3.14. All are fixed via files/vulture-0.1.0-python314.patch applied in src_prepare():

1. Python 3.14 @dataclass crash — three packages (chemical_rf, forensics, lab) load legacy modules via importlib.exec_module without registering them in sys.modules first; Python 3.14 dataclasses._is_type requires the registration
2. reflection_coefficient undefined — materials.py calls a function it never defines; added the correct Γ = (Z_L − Z_0)/(Z_L + Z_0) formula and rewrote absorption_coefficient to use it
3. lab_cli sub-command never wired — imported in cli.py but add_command was missing
4. Wrong dict key + infinite recursion — calculate_link_budget returned margin_db instead of link_margin_db; three dead instance methods on RadarSimulator shadowed the correct @staticmethod and recursed infinitely
5. np.fft.rfft rejects complex IQ — switched to np.fft.fft/fftfreq; removed dead code in similarity() that crashed on hex digest strings
6. Circular buffer empty after full write — add_data set position=0 after filling the buffer; reads via buffer[:position] returned an empty slice
7. pytest.ini is a Python docstring — replaced with a valid [pytest] section
8. conftest_enterprise.py never loaded by pytest — merged fixtures into conftest.py

After the patch: 63 passed, 2 skipped on Python 3.14.7.
