Remove PG16+ Meson build section from zh/14-15 docguide, restore protocol 3.0 opening in zh/15-16, and clear the wholesale PG16-18 baseline contamination found in zh/14-16 (pgbuffercache evict/numa sections, fuzzystrmatch Daitch-Mokotoff, passwordcheck/pgcrypto configuration sections, OAUTHBEARER, regress meson/oauth/TAP-vars, dml RETURNING old/new syntax, ddl NULLS NOT DISTINCT/tenants and ANALYZE ONLY, tableam examples). Verified by an 18-signature 11-version matrix (zero violations), structural balance checks, and full HTML+PDF rebuilds of zh/14-17.
Remove the whole PG17-era identity-columns section from zh/14-16, restore the PG14-17 not-null/adding-constraint/foreign-key/privileges sections from the zh/13 mother (dropping PG18 named-constraint and column-list NOT NULL examples, the PG16+ split action paragraphs, the PG17 \dp arwdDxtm output, the PG15+ configuration-parameter mention and the PG17+ empty-ACL note where not yet due), and unify the REVOKE-in-same-transaction wording across zh/14-20. Verified by per-sect1 paragraph parity against each en version, programlisting multiset equality, signature sweeps, and full HTML+PDF rebuilds.
