Prepare English and Chinese release notes for the unpublished SILO 20260916000000 candidate. Both pages remain
draft: true; the published Server matrix and download defaults remain on 20260903. The drafts record the exact released pkg/Console/MC selections, dependency fixes, accumulated storage/IAM/HTTP changes, coordinated upgrade requirements and final artifact acceptance boundaries.Correct the multipart matrix: legacy listing/cancellation remains the default; durable scanning and majority cancellation acknowledgements belong to explicit strict mode after Server #213. Include current main documentation and its Docker Hub distribution policy. Strengthen both IAM recovery guides to require explicit reconciliation at every restored site: an isolated object-store rollback showed a single-site disable left another old-release site accepting the user. Both object-store and etcd recovery groups passed after per-site reconciliation and a second complete restore. Require fresh STS validation at every endpoint; pre-restore session continuity remains outside the recovery contract.

8e245c7cb5ce1a31adc9f9ac95100e43387b0fac:make checkpassed, including 504613 internal references across 1491 HTML files. The draft-inclusive strict Hugo build and link check also passed (505344 references across 1495 HTML files, before merging the subsequent Docker Hub wording).
