Drop the Hoa packages

Nothing reads through them anymore: the shape pipeline walks its own
tree, the ignoreErrors validator goes through the parser, and the
grammar file and the sixteen patches that kept the abandoned compiler
packages alive go away with the requirements. The PHPRegex parser
itself ships as php-regex/regex-parser-php74, generated to run on the
hosts PHP 7.4-8.0.
