fix: preserve version in composer.json and configure workflow with --no-check-version

- phpBB metadata_manager strictly requires the 'version' meta field in composer.json to validate, list, and enable extensions.
- Configure GitHub Actions CI workflow to run 'composer validate --no-check-version --strict' so strict CI checks pass without warning about the version field.
- Ensure 100% compliance with phpBB 3.3 extension metadata requirements.
