Build the Windows extension on the VS2022 image

windows-latest resolves to windows-2025-vs2026, whose 14.51 toolset
links DLLs the official php.net binaries refuse to load: PHP's loader
rejects modules linked with a newer toolset generation (the check
compares the tens digit of the linker minor version) than the core,
and all official 8.4/8.5 Windows builds are vs17 (14.4x). VS2022's
default toolset on windows-2025 is 14.44.
