Updates ondrejmirtes/better-reflection from 6.75.0.2 to 6.75.0.3.

6.75.0.3 is the first release built by the new release/6.75.x workflow (downgrade and rename in GitHub Actions instead of by hand), now with Rector 2.8.1. Its release tree already passed this branch's make tests and make phpstan on PHP 8.2 and 8.5 in BetterReflection's CI.

Source changes since 6.75.0.2:

• Enum case constants compile to the case object only when the enum is loadable at runtime, otherwise UnableToCompileNode::becauseOfValueIsEnum.
• PhpStormStubsSourceStubber fills in tentative return types described only by #[LanguageLevelTypeAware].
• getAttributesByName() goes through getAttributes(), so it works on reflections restored from cache.
• Coding-standard formatting.
