chore: disable upstream workflow triggers

Set on: to workflow_dispatch only for: publish-npm.yml
Inherited upstream artifacts — Pathfinder deploys via Docker to droplet
and does not publish to npm/PyPI/MCP registry. Workflows caused persistent
failure alerts with no operational value for Pathfinder.
