Fix deps conflict: upgrade spacy 3.7.4 -> 3.8.14

spacy 3.7.x requires typer<0.10.0, which conflicts with fastapi 0.111.0
pulling in fastapi-cli that needs typer>=0.15.1. spacy 3.8.x relaxes
the typer cap to <1.0.0, resolving the conflict.
