Updates for programs page

Hey - let's update the content for https://pse.dev/en/programs

Even though it's no longer active (within PSE), it's still worth having a page to:

• update title / meta data / description / content to (something general like "ZK education programs"?)
• explain what we did with Core Program, sharing open source material
• keep the page/URL alive for people who find it via old links
• link out to additional resources for people looking for similar options
• perhaps even consider updating the page to more general "ZK Education" resources/content

I bet the EF ZK Education team could help with this page content & we could give visibility to their programs

What I believe we've aligned on (Kat please correct me if you see differently)...

2 things we're looking to accomplish here

1) provide a historical account on the Core Program (info on what it was, when it happened, etc)

We plan to move / add this information to the blog post announcement (#360)

2) provide an up-to-date account on our educational programs

Update the Programs page. Explain this is no longer a focus of PSE. Link out to additional resources / alternative programs for people looking for similar options
