chore(release): complete v2.6.4 manifest lockstep bump (was written, never committed)

The v2.6.4 release merge (79d503c) went out with both manifests still at
2.6.3 — the bump existed only in the working tree. CI's lockstep check
compares the two manifests against each other, so 2.6.3==2.6.3 passed.
A CHANGELOG-vs-manifest guard follows in v2.7.0.
